Financing the transition from brown to green

Drawing on several stakeholder interviews and an expert workshop, this paper developed by ODI and the international secretariat of Climate Transparency maps the landscape of financing the transition and proposes a set of indicators to measure country progress.

Key points

Different set of indicators are proposed for:

1) financial policies and regulations,

2) fiscal policy levers

3) public finance

4) private actions and finance.

Indicators chosen by authors of the report to evaluate public finance are the following:

  • Net Public Energy Finance
  • International public finance for mitigation
  • Inetrnational public finance for resilience

Indicators chosen by authors of the report to evaluate private actions and finance are the following:

  • Stock exchanges with sustainable principles
  • Climate risk exposure and management by major private asset owner and asset managers
  • Green bond issuance
